LAPD Justice and Mental Health

Project Description

Justice & Security Strategies, Inc. (JSS) is working closely with the Los Angeles Police Department (LAPD) and the Los Angeles County Department of Mental Health (LACDMH) to strengthen collaboration and focus on high-frequency utilizers. JSS assists the LAPD and LACDMH in developing a collaborative treatment program.  With funding from the Bureau of Justice Assistance (BJA) and the training and technical assistance from the Council of State Governments (CSG), JSS acts as a research partner to evaluate the program's effectiveness. Purpose of the Project

In Los Angeles, the LAPD’s Mental Evaluation Unit (MEU) and LACDMH have developed various programs to handle calls involving adults and/or juveniles experiencing mental health crises. The Case Assessment Management Program (CAMP) is a subunit developed by the MEU. CAMP pairs LACDMH clinicians and LAPD officers/detectives to conduct case management to assist in the treatment of individuals, reduce violence, and reduce repeat encounters involving emergency first responders. CAMP advocates for mandatory mental health treatment or mental health diversion as an alternative to incarceration.
MEU’s CAMP works with JSS, the BJA, and the CSG to implement a program that may benefit a subset of individuals identified as high-frequency utilizers (HFUs). HFUs are individuals with a mental health history or a combination of mental health history and substance use disorder, who have patterns of high utilization of mental health and criminal justice services. With the help of JSS, CAMP will build on the dataset that it has used for the last 10 years to identify, select, and assist HFUs of mental health services and criminal justice services in Los Angeles. JSS, LAPD, and LACDMH will develop a collaborative treatment program that will serve qualified individuals. JSS will evaluate the effectiveness of the program.
