Agencies: 2025 Survey Results

By: Grace Henry, M.S., Edmund F. McGarrell, Ph.D., Heather Perez, M.S.

The Correctional Leaders
Association (CLA) administered a
survey of state corrections
departments in Fall 2023 to assess
their level of body-worn camera
(BWC) adoption, which highlighted
the type of direct support needed by
corrections agencies.

In Summer 2025, a follow-up survey
was conducted to examine how
BWC activation, privacy, and public
release are managed in state
correctional institutions and to
explore the lessons learned by
agencies with established BWC Programs

Corrections Policy Wizard

Policy-Wizard-5.png

Welcome to the Bureau of Justice Assistance (BJA) Body-Worn Camera (BWC) Administrative Policy Wizard. This tool is designed for any local or state agencies performing corrections or jail functions. The tool is funded through BJA’s National BWC Policy Implementation Program.

The purpose of the Policy Wizard is to help correctional agencies by offering a quick and easy tool that can be used to create draft BWC policy. The tool allows the agency to select specific policy options across a range of important BWC policy areas. Those areas include: activation, deactivation, citizen notification, footage download, footage review, training, and policy review. The end result is a draft policy that agencies can modify as needed.
