Body-Worn Cameras in Indian Country: Perspectives
from Tribal Police Chiefs
July 2025
By: Mr. Nathan Cronin, M.A., Dr. Jeff Rojek, Dr. Craig D. Uchida,
Dr. Logan Somers, Mr. Howard Black
This report examines body-worn camera (BWC) programs in 22
tribal police departments. While all agencies had implemented
BWCs, some faced suspensions due to equipment, funding,
and technical challenges. Unlike non-tribal agencies, tribes
exercise sovereignty in managing footage, often declining
public release and relying on informal sharing with outside
agencies.

This report highlights the unique jurisdictional challenges
and resource limitations tribal law enforcement agencies
face in implementing body-worn camera (BWC) programs. It
emphasizes the need for clear written guidelines to address
usage, internal processes, and evidence handling, noting
that without careful planning, the complexities of policing in
Indian Country could make BWC adoption more difficult.
